What Is Actually Moving
The clearest execution is in Sanur, Benoa, Denpasar, Jembrana and Mandalika. KEK Sanur is operational, and the Bali International Hospital was operational in 2025. The Benoa Port marina/Bali Maritime Tourism Hub is under development and has been described as scheduled for completion in 2028.
PLN signed a power purchase agreement with PT Weiming Nusantara Bali New Energy at the 8 July 2026 groundbreaking of the PSEL Suwung waste-to-energy plant, marking the start of construction. It is backed by Danantara Investment Management. Pengambengan fishing port has also been under construction since November 2025 as a national strategic project. In Lombok, the Mandalika circuit and bypass are already operational, and MotoGP attendance reached a record 140,324 in October 2025.
That cluster matters for capital allocation. Sanur-Serangan currently offers the densest concentration of confirmed infrastructure. It combines an operating health zone, active marina works and nearby transport upgrades.
What Is Still Mostly Narrative
The most marketed projects have weaker execution. The Gilimanuk-Mengwi toll road was cut from 96.84 km to about 42 km in June 2026. The government now targets tender in 2027, and no construction contract has been awarded. Some investor marketing still presents it as advancing, but the official position is more limited.
The Bali LRT is still mostly a story of symbolism, not excavation. Its 2024 groundbreaking did not lead to confirmed physical digging by mid-2026. That makes it a planning concept, not an operating asset.
North Bali Airport is a stronger negative signal for speculative land plays. Indonesia’s Ministry of Transport officially shelved the greenfield Kubutambahan plan in July 2026. That removes a major demand thesis for north Buleleng. The result is clear: the north now carries the highest story risk, while south and south-east Bali hold the clearest support.
That gap also shapes pricing. Listing portals still frame south Lombok land at 60% to 70% below comparable south Bali product. The comparison helps explain why Mandalika and nearby corridors remain the more grounded bet for investors seeking infrastructure-led uplift.
For Bali infrastructure investors, the lesson is execution, not aspiration. Sanur and Benoa have the strongest near-term support. The toll road, LRT and airport stories remain distant, reworked or closed. Investors should watch whether confirmed projects start translating into traffic, land-use change and pricing power in Sanur, Benoa and Mandalika next.
