The European Union unveiled a €560 million investment package for Vietnam at the EU-Vietnam Global Gateway Business and Investment Forum in Hanoi, marking a pivotal milestone in EU Vietnam investment relations.

This substantial commitment targets energy transition, sustainable transport, and critical infrastructure development as both economies strengthen bilateral cooperation amid shifting global investment patterns. The announcement follows the establishment of the Comprehensive Strategic Partnership between Vietnam and the EU in January 2024.

Deputy Prime Minister Ho Duc Phoc emphasised three decades of robust Vietnam-EU partnership, strengthened by the EU-Vietnam Free Trade Agreement (EVFTA) that has accelerated trade and investment flows. He positioned the EU as a premier economic partner for Vietnam whilst calling for expanded collaboration in green finance, technology transfer, and high-value sectors including renewables, digital economy, and semiconductors.

Crucially, Phoc urged EU member states to ratify the EU-Vietnam Investment Protection Agreement (EVIPA) swiftly, establishing robust legal frameworks essential for scaling institutional investment. The EU’s €560 million package will fund energy transition projects, high-speed rail development, and hydropower initiatives, emphasising reliable energy infrastructure and employment creation.

Transport facility leverages billion-euro pipeline

The EU introduced a €40 million Sustainable Transport Facility designed to mobilise over €1 billion for rail and urban transit projects, including the transformative Hanoi-Ho Chi Minh City high-speed railway. This catalytic financing structure demonstrates the EU’s commitment to Vietnam’s connectivity ambitions.

Nicola Beer, Vice-President of the European Investment Bank (EIB), confirmed ongoing support through long-term loans, technical expertise, and rigorous environmental standards for Vietnam’s green transition. The forum facilitated multiple financing agreements for private sector ventures across renewable energy, energy efficiency, and electric mobility.

Co-organised by Vietnam’s Ministry of Finance, the EU Delegation, and EuroCham, the event featured strategic discussions on energy transformation, transport modernisation, ESG integration, and digital-green convergence. Participants witnessed numerous agreements between Vietnamese and EU enterprises spanning transport, logistics, digital healthcare, and manufacturing sectors.

Capital flows target resilient infrastructure assets

This €560 million injection under the EU’s Global Gateway strategy signals sustained capital deployment into Vietnam’s infrastructure modernisation and decarbonisation efforts. Institutional investors recognise these developments as creating de-risked entry points into Vietnam’s expanding renewable energy and transport sectors.

The financing package appeals particularly to development finance institutions seeking exposure to Southeast Asia’s fastest-growing economies. Vietnam’s strategic position in global supply chains, combined with EU technical standards and regulatory frameworks, offers compelling risk-adjusted returns for infrastructure investors.

However, EVIPA ratification remains critical for unlocking larger-scale European investment amid evolving geopolitical dynamics. For development finance professionals, these initiatives promise enhanced opportunities in green bonds and project finance whilst reinforcing Vietnam’s integration into sustainable global value chains.
