It typically includes activities in lower airspace with UAVs, eVTOL, and related technologies. This sector promises to fix gaps in urban and remote zones.
Strategy Targets Tech Mastery by 2045
Vietnam is developing UAV strategy emphasizing core tech mastery, aligned with Politburo Resolution No. 57-NQ/TW, but no confirmed submission or exact dates. It stresses core tech control like flight controllers and AI chips. The state will lead pilots. Firms will drive innovation.
The strategy eyes dual-use for civilian and defence needs. It covers smart agriculture, logistics, cities and energy. Dien Bien province selected for controlled UAV pilot (sandbox); no confirmation of three national zones. Legal rules will set safety and data standards. Meanwhile, Dien Bien province starts the first UAV pilot. FPT coordinates with Vietnam Post Corporation and Trường Thịnh Drone on UAVs for coffee foliar fertilization, rice seeding, and crop monitoring. This tests precision farming in tough terrain.
Private Push Builds Momentum
The Vietnam Low-Altitude Economy Alliance, or LAEP, launched in October 2025. FPT CEO Nguyen Van Khoa and VinaCapital CEO Don Lam co-founded it. It unites tech firms, investors and experts. FPT, a core member, trains UAV talent with global partners.
UAVs cut costs in logistics and monitoring. They aid rescue and health delivery too. Low-altitude economy could generate USD 10 billion and one million jobs by 2035 per FPT; alliance aims for tens of billions over 10-15 years. However, firms must climb the value chain beyond services.
Investors eye high returns here. State pilots in Dien Bien set models for scale. Private alliances like LAEP boost global edge. New chains in logistics and smart cities will draw funds. Vietnam’s diverse land aids fast growth. Risks linger in rules and tech gaps. Yet, mastery of low-altitude airspace offers big stakes for those who enter now.
